Company committing $131 million over the next five years toward facility development and environmental safety improvements

COLUMBIA, S.C. Westinghouse, a leading global supplier of safe and innovative nuclear technology, today announced plans to support and grow operations in Richland County. The company is investing $131 million into the project.

Operating in South Carolina since 1969, the Westinghouse Columbia Fuel Fabrication Facility (CFFF) in Hopkins houses fuel manufacturing, product engineering, testing laboratories and fuel marketing and contract administration. Approximately 10% of U.S. electricity comes from nuclear fuel manufactured at CFFF.

Westinghouse’s commitment includes upgrades to equipment and procedures, increasing the company’s capacity and future growth. It will also enhance the facility’s pollution prevention systems and controls. This investment helps expand automation and digitalization, which will improve inspection capabilities and product quality. The project is expected to be completed by January 2026. $40 million investment will create 100 new jobs

COLUMBIA, S.C. AMERICAN SpiralWeld Pipe Company, a subsidiary of AMERICAN Cast Iron Pipe Company, today announced plans to expand operations in Richland County. The $40 million investment will create 100 new jobs.

AMERICAN SpiralWeld Pipe Company manufactures steel pipe in diameters up to 144 inches. Spiral-welded steel pipe applications include transmission, distribution and collection lines for water and wastewater; penstocks; water intakes and outfalls; and structural pilings. The company also manufactures ductile iron pipe, valves and hydrants for the waterworks industry and electric-resistance-welded steel pipe for the energy industry. AMERICAN SpiralWeld Pipe Company’s diversified product line also includes high performance fire pumps, castings for large machinery and specialty rubber products.

Operating since 1999 at 2061 American Italian Way in Columbia, AMERICAN SpiralWeld Pipe Company’s expansion will increase the company’s capacity to support growing demand.

The multi-year expansion, which will be accomplished in phases, is expected to be completed by 2025. Steven Pearce is in his first few months as President and CEO of the South Carolina I-77 Alliance yet already has deep experience here and a clear vision for how the Alliance can broaden its ability to encourage new and expanding industry in the dynamic corridor between Charlotte and Columbia.

Pearce joins the Alliance from the Charlotte Regional Business Alliance, where as Senior Vice President of Business Recruitment he oversaw lead generation, recruitment, business retention, and expansion efforts across a 15-county region that spans the Carolinas.

Below he shares some thoughts about what lies ahead for the SC I-77 Alliance and economic growth in York, Lancaster, Chester, Fairfield, and Richland counties.

What made taking the helm of the SC I-77 Alliance attractive to you?

Steven Pearce: As an economic developer, the products I sell are the communities that I represent. This state and this region have a fantastic reputation as a great place to do business and I’m thrilled to be a part in helping shape its continued growth.

Additionally, the economic development leaders in each of our five counties are experienced and talented. I was fortunate enough to already have relationships with several of them, but while doing my due diligence also was impressed with the accomplishments and capabilities of those that I did not yet know.

I feel fortunate to get to partner with these professionals and their teams, who clearly understand from experience how to accomplish their goals on the local level while they excel as strong regional partners.

How will your experience at the Charlotte Regional Business Alliance benefit industrial recruitment efforts in the SC I-77 Corridor?

SP: I was tasked there with leading a team of talented economic developers to source new opportunities for jobs and investment for our region. I spent six years based in Charlotte and during that time, I really honed my skill set as a lead generator.

Economic development is about relationships and investing your time and energy in the right vectors of opportunity. Many of the relationships I’ve already built with site selection consultants and decision makers will still be valuable for what we do at the I-77 Alliance. I look forward to building on the momentum we built at the Charlotte Regional Business Alliance to have an even greater impact here.

What do you see as the major challenges facing economic developers in the Corridor and how will the Alliance help address them?

SP: Available workforce and buildings. Workforce is consistently ranked as the single top priority for executives deciding on a location. The pandemic has only heightened that challenge across the country. As the organization at the top of the sales funnel, it’s critical that we take what we learn from these executives back to our Alliance stakeholders, to help them focus on the best ways to build the talent pipeline.

Meanwhile, generally we have ample available land but few available buildings in the Corridor. The vast majority of industrial clients are considering options that our region can scarcely supply. At minimum, we need to invest in pad-ready sites, that have as much due diligence completed as possible, so that we mitigate risk for our clients and position ourselves for success.

Workforce Education - York County SC

Please share your vision on opportunities and the path forward for the Alliance and the counties it serves.

SP: We already know we can deliver additional value for all our stakeholders through a data-driven and relationship-focused approach that’s aligned with the assets of our local communities

Over the next five years, my vision for the SC I-77 Alliance is to establish us even more firmly as the go-to source for labor force data, economic indicators, sites, infrastructure, and other vital information about the region and its economy.

Additionally, consistent with our mission, our office will elevate the quality and quantity of the leads we source. We add the most value when we can identify new companies considering a location decision and help them understand the opportunity that the I-77 region offers.

Over the next few years, we also want to augment the financial resources of the organization by bringing new private investors into the fold. Our investor base should be a representation of all services that support new and expanding companies.

These investors are also well suited to help us sell this region as a great place to do business and to serve as subject matter experts, informing clients on all matters related to their specialty. We also will be adding opportunities to engage with us on a regular basis through the Business Recruitment Advisory Council and quarterly investor gatherings.

More than $3.6 million investment will create 17 new jobs

COLUMBIA, S.C.AVANTech, LLC, a wastewater and radioactive waste treatment solutions provider, today announced plans to expand operations in Richland County. The more than $3.6 million investment will create 17 new jobs.

New President and Chief Executive Officer

Steven Pearce has been named the new President and Chief Executive Officer of the South Carolina I-77 Alliance and will be responsible for directing the organization’s strategic economic development marketing efforts for the five-county corridor from Columbia to Charlotte.

Pearce joins the Alliance with 12 years of economic development experience, most recently as Senior Vice President of Business Recruitment at the Charlotte Regional Business Alliance. There he oversaw lead generation, recruitment, business retention, and expansion efforts across a 15-county region that spans both North Carolina and South Carolina, and was instrumental in the organization earning industry recognition by being named the third-best regional economic development team in the country by the site selection community in 2020.

“We’re delighted to have Steven Pearce take the helm of the SC I-77 Alliance. $46.4 million investment will create 50 new jobs

RICHBURG, S.C. – Last Step Recycling, LLC, an automotive shredder residue (ASR) company, today announced plans to establish operations in Chester County. The $46.4 million investment will create 50 new jobs.

Founded in 2019, Last Step Recycling, LLC processes ASR to capture metals such as copper, aluminum and other resources. These recycled metals are then used in appliances, automobiles and technology equipment across numerous industries.

Located in Chester Technology Park in Chester, Last Step Recycling, LLC’s new facility will recover sellable material from ASR that would normally go to a landfill. This green initiative will reduce waste and preserve natural resources.

The new facility is expected to be operational by July 2022. Last Step Recycling, LLC will begin hiring in the spring of 2022.

The Coordinating Council for Economic Development has approved a $200,000 Rural Infrastructure Fund grant to Chester County to assist with costs related to the project.

What many think may be the next big thing in manufacturing is already happening in the I-77 Corridor. It’s micromanufacturing, which is just what it sounds like: small- to medium-sized, agile operations that can quickly produce products that traditionally require massive capital and space to achieve anything close to the scale needed to make such a venture viable and profitable.

Vehicles are the perfect example. Rock Hill in York County was chosen by Arrival, a British startup that uses micromanufacturing techniques to produce, in this case, electric buses. Instead of a massive factory that covers acres, Arrival is setting up shop in a 193,000-square-foot spec building, with an estimated $46 million in CapEx and 240 new jobs.

Rather than a production line, Arrival will use a cell-based assembly method that will allow it to build the buses as ordered, and to quickly transition to any other vehicle it makes, and it plans to source materials from a localized supply chain, adding to efficiency and lowering environmental impact.

That modular approach taps into another trend that the I-77 Corridor is positioned to accommodate: onshoring. The pandemic has demonstrated the fragility of global supply lines in ways that, even when all is normal again, makes the ability to procure materials domestically more attractive going forward.

Especially when less of it is needed. Microfactories take the concept of just-in-time inventory that revolutionized auto production a generation ago to a new level. Customized, just-in-time production of exactly what a customer wants make one-offs possible at a scale previously unattainable.

This kind of innovative production lends itself to a high return on investment that extends well beyond vehicle manufacturing into realms such as textiles and electronics, including consumer goods and industrial products.

However, it still requires a skilled, motivated workforce, a traditional requirement that the Corridor continues to fill as companies and schools – including high schools and technical and four-year colleges – regularly adapt to provide the general and company-specific skills new and expanding firms need to succeed.

The Corridor already hosts a growing number of firms engaged in leading-edge manufacturing technologies, including some of the pioneers in 3D printing that also are revolutionizing manufacturing.

Meanwhile, the Charlotte and Columbia markets that anchor the I-77 corridor account for a workforce of about 1.3 million people, and nearly half the nation’s population lives within a day’s drive.

All these factors make the I-77 Corridor a strong candidate for microfactories to gain a foothold, in all their iterations, as the region and these technologies will continue to grow together.

Investment will create more than 220 new jobs

FORT MILL, S.C. Masonite International Corporation (Masonite) (NYSE: DOOR), a leading global designer, manufacturer, marketer and distributor of interior and exterior doors, today announced plans to establish operations in York County. The new facility will create more than 220 new jobs and service the company’s customers in North America.

Since 1925, Masonite has provided its customers with innovative products for the residential and commercial construction markets. Masonite currently serves approximately 7,600 customers in 60 countries.

Located at 160 Steele Point Drive in Fort Mill, the new Masonite facility will manufacture doors for the North American residential market. This will allow the company to better serve its customers by expanding capacity.

$423 million investment will create 496 new jobs over the next eight years

COLUMBIA, S.C. – Governor Henry McMaster and the S.C. Department of Commerce today announced that E. & J. Gallo Winery (Gallo), a global wine and spirits company, will build a new state-of-the-art production facility and distribution center in Chester County to support future business growth and its long-term innovation plans. The $423 million investment will create 496 new jobs over the next eight years.

“Gallo’s investment will transform Chester County and contribute greatly to South Carolina’s economic prosperity. Creating a business environment in which world-class brands can grow and thrive is critical to South Carolina’s long-term economic success, especially in our rural communities,” said Governor Henry McMaster. “We are glad for their partnership and look forward to a long and fruitful relationship.”

Providing bottling and canning capacity as well as warehousing and distribution for the company’s growing portfolio of wine and spirit brands, the new South Carolina facility will allow Gallo to better meet customer demand on the East Coast, while reducing its overall carbon footprint. Given Chester County’s proximity to the Port of Charleston, this new location will also serve as a hub for Gallo’s import and export business.

Construction on the new facility is set to begin almost immediately, with the first phase of the project on track to be completed in October of 2022. The Coordinating Council for Economic Development has approved job development credits related to this project. A $16 million Rural Infrastructure Fund grant was also awarded to Chester County to assist with costs of the project.

Last month, the S.C. Department of Commerce went before the Joint Bond Review Committee and the State Fiscal Accountability Authority and received authorization for $8 million in bonds to offset costs of off-site mitigation under the Economic Development Bond Act.

More than $20 million investment will create approximately 135 new jobs over the next five years

COLUMBIA, S.C. – Intertape Polymer Group Inc. (IPG), a packaging and protective solutions company that supplies to resellers and a diverse group of commercial end users, today announced plans to expand operations in Richland County. The investment of more than $20 million is expected to create approximately 135 new jobs over the next five years.

Founded in 1981, IPG is a recognized leader in the development, manufacturing and sale of a variety of paper and film-based, pressure-sensitive and water-activated tapes; stretch and shrink films; protective packaging; woven and non-woven coated products; and packaging machinery for industrial and retail use.

Located at 1091 Carolina Pines Drive in Blythewood, IPG’s investment will expand the company’s current facility and curbside recyclable paper mailer operations.
